UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

The New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management. The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York.  SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement to implement the project activities for Small Grants Programme (SGP).

The Global Environment Facility Small Grants Program (SGP), implemented by United Nations Development Program (UNDP), is a decentralized and country-driven program that seeks to provide maximum country and community-level ownership and initiatives for the achievement of the global environmental benefits. 

SGP has been operational for the past 25 years supporting projects from Civil Society Organizations in 125 countries.  SGP has supported over 21,589 projects globally.  SGP’s mandate is to support community based initiatives by Civil Society Organizations (CSOs) including farmers’ organizations, scientific community, women’s groups and the youth and children organizations to address global environmental challenges.  To meet its objectives, SGP works closely with government, micro finance institutions, academic and research institutions, private sector, and local authorities.

Past reviews of SGP conducted by the Joint GEF-UNDP evaluation show that SGP is recognized as a cost-effective mechanism for delivering financial and technical resources to local communities, and has an established, well-tested modality for working with local communities. SGP’s operational modality consists of a decentralized decision-making body called National Steering Committee (NSC). The NSC’s are a very important institutional set up for the proper operation of the SGP. 

The incumbent of this position will be a UNOPS supervised personnel and overseeing the SGP country Programme in Malaysia which is in the 7th Operational Phase working in the landscapes of Crocker Range Biosphere Reserve in Sabah; Middle and Upper Baram River Basin in Sarawak; and the Klang Valley in Peninsular Malaysia.

Education (Level and area of required and/or preferred education)

An advanced university degree (Master’s or equivalent), preferably in environment or natural resource management, environmental economics, development, business administration or other related discipline with two (2) years of relevant experience is required; OR

First-level university degree (Bachelor’s or equivalent), preferably in environment or natural resource management, environmental economics, development, business administration or other related discipline with four (4) years of relevant experience is desirable. 

Required work Experience 

Relevant experience is defined as experience working in the environment, and development work, which should include programme management, preferably with an extended specialized experience in any of the GEF-SGP thematic areas at the national level.

Managerial Skills

Excellent teamwork, people management and interpersonal skills;

Excellent analytical, writing, and communication skills;

Strong negotiation, conflict resolution and problem-solving skills. 

Language Skills

Fluency in the official national language (Malay) is required;  

Fluency in English is required; 

Knowledge of other UN languages is considered an asset.

IT Skills

Proficiency in standard computer software (word-processing, excel, presentations, databases and internet).

  • The candidate must be a national or naturalized citizen of the country or hold a valid work permit to work in Malaysia, as UNOPS does not facilitate visa or work permit arrangements.
