About the Water and Environment Vertical
The Water and Environment vertical at NIUA focuses on creating frameworks, mechanisms, and pathways that enable Indian cities to manage their water and environmental sectors sustainably. Aligned with India's Ministry of Housing and Urban Affairs, our efforts are geared towards driving tangible, on-ground change. We collaborate with the Ministry to implement various national Urban Missions and initiatives that impact urban water and environmental management. Additionally, we partner with a wide array of national and international resource organizations with similar goals and mandates.
Our work in urban water and environmental management typically includes:
• Developing national-level strategic frameworks, guidance documents, and advisories to facilitate actionable outcomes across all cities.
• Creating digital tools and instruments to help cities advance their capabilities.
• Conducting action-oriented research on emerging, underexplored topics.
• Supporting the piloting of innovative concepts and technologies through demonstration projects.

Job Description:
Short description related to the position
The National Institute of Urban Affairs (NIUA), an autonomous institute under the Ministry of Housing and Urban Affairs (MoHUA), Govt. of India is intending to recruit a Procurement Manager (Project) in its Water & Environment Vertical to work in the project “Shallow Aquifer Management (SAM 2.0)”. The project is supported by the MoHUA under its mission AMRUT 2.0. The project duration is for the 2 years and it will be executed in the 75 cities across India. To achieve the project Goal and allied Objectives, a dedicated Project Management Unit (PMU) is being established at the NIUA. The PMU will comprise a team of specialists in the subject as well as general administration to execute project activities in the close co-ordination of diverse project stakeholders including Ministry, Government departments, Project partners, Consultants and Citizenries.
With this context, NIUA intends to recruit a self-motivated, and an enthusiastic Candidate as the Procurement Manager (project) to support the PMU which is being established at the NIUA.
Education Qualifications & Experience
The Candidate is expected to fulfil the following essential and desirable criteria.
- Education Qualifications: The candidate should possess a Master's degree in (Business Administration/ Operations Management/ Logistics/ Supply Chain Management) or
a Bachelor's degree in Commerce, along with relevant experience in procurement. The degree must be from a UGC-recognized institution. Candidates holding certifications in procurement-related fields, such as CPSM, CIPS, or equivalent qualifications, will be given strong preference.
- Relevant Experience: The ideal candidate should hold Master’s degree with a minimum of 5 years of experience in procurement or a Bachelor's degree with at least 10 years of relevant experience. The candidate should have substantial experience in drafting and reviewing RFPs, as well as preparing a variety of consultancy contracts for government departments, private firms, institutions, and Project Management Units (PMUs), either individually or as part of an experienced team. Additionally, a strong understanding of proposal evaluation processes and knowledge of the legal aspects of contracts will be highly advantageous.

- Negotiation & Supplier Relationship Management: Skilled negotiator with experience in managing supplier and consultant relationships, ensuring favourable terms and outcomes while maintaining strong, long-term partnerships.
- Sustainability Focus: A commitment to integrating sustainable procurement practices, ensuring environmentally responsible sourcing decisions, and promoting sustainability within the supply chain.
- Effective Communication: Exceptional written and verbal communication skills, with the ability to effectively convey complex information to diverse stakeholders, including senior management, suppliers, and team members.
- Analytical Thinking: Strong analytical and problem-solving abilities, with a focus on data-driven decision-making to optimize procurement outcomes.
Job Profile
The selected candidate will support the PMU with the following specific responsibilities.
- Hiring of Services:
- Draft RFPs, EOIs, and consultancy contracts tailored to the scope of work to facilitate the hiring of various project partners, such as institutions, organizations, NGOs, and consultancy firms
- Ensure compliance with relevant contractual standards throughout the process.
- Contract Management:
- Manage the entire lifecycle of consultancy contracts with various partners, including urban local bodies (Municipal Corporations), institutions, organizations, NGOs, and consultancy firms.
- Monitor contract performance comprehensively to ensure alignment with agreed terms.
- Maintain accurate and up-to-date records of all contracts.
- Track project deliverables to ensure timely completion.
- Oversee the timely disbursement of payments in accordance with contractual agreements.
- Procurement Strategy & Planning:
- Develop and implement procurement strategies that align with organizational goals.
- Forecast procurement needs and establish an optimal supply chain.
- Identify cost-saving opportunities and potential process improvements within the procurement cycle.
- Ensure that purchasing policies and processes are in place to meet business objectives and operational needs in terms of price, quality and delivery targets.
- Supplier Management & Sourcing:
- Identify and evaluate potential suppliers and negotiate terms of agreements.
- Develop Strategies to make sure that cost savings and supplier performance targets are met.
- Manage relationships with current suppliers and evaluate their performance regularly.
- Monitor market trends and prices to ensure competitive procurement solutions.
- Budget Management & Cost Control:
- Work with the team to develop and monitor procurement budgets.
- Track and analyse spending patterns to identify cost-saving opportunities.
- Implement cost-effective procurement practices and ensure purchases stay within budgetary guidelines.
- Compliance:
- Ensure adherence to procurement policies, procedures and regulatory requirements.
- Monitor compliance with contractual terms and conditions.
- Risk Management:
- Assess risks associated with procurement activities and implement strategies to mitigate them.
- Establish contingency plans for potential supply chain disruptions.
- General Administration:
- Maintain project files, documents, important records, and project data in soft and hard copies on regular basis.
- Prepare financial reports, statements, utilization certificates, invoices, bill payments etc.
- Support in general project administration like logistic planning, coordination with stakeholders as directed.
- Co-ordinate with the administration, accounts teams at NIUA for project work.
- Travel to project cities for as required.
- Any other task of the project.
Nature of employment and duration - This position is offered on a contractual basis, with an initial duration of one year. The contract may be renewed based on the candidate’s performance.
Salary – INR 80,000 to 100,000 base on candidate's qualifications and experience relevant to the job profile.
