Headquartered in Kolkata, Vikramshila operates field offices in Lucknow, Guwahati, Pune, Ranchi, and Patna, impacting schools, Anganwadi centres, madrasas, and community learning centres across West Bengal, Bihar, Assam, Jharkhand, Uttar Pradesh, Odisha, Madhya Pradesh, Chhattisgarh, Rajasthan, and Maharashtra.

 

Position Overview:

 

Vikramshila Education Resource Society is looking for an MEL Lead for a multi-year intensive program at the systems level in Assam, Guwahati. The MEL Lead will be responsible for designing and implementing a robust M&E framework that ensures rigorous tracking of project outputs and outcomes related to Early Childhood Care and Education (ECCE) systems strengthening in Assam. The MEL Lead will embed effectiveness measurement within project activities, support real-time learning and course correction, and generate evidence to inform policy and scale-up strategies.

 

Key Responsibilities:

 

1. Monitoring & Evaluation Framework Development

  • Design and operationalize a comprehensive MEL plan aligned with project objectives.
  • Define key performance indicators and measurement tools for each project component, including technical capacity building, TLM usage, and child outcomes.
  • Develop data collection protocols, schedules, and reporting templates.

2. Effectiveness Measurement

  • Lead the measurement of effectiveness across seven core domains:
  1. Technical Capacity Strengthening
  2. Situational Analysis Outcomes
  3. Demonstration Lab Performance
  4. TLM Development and Utilization
  5. Advocacy and Action Plan Development
  6. Child Learning and School Readiness
  7. Community Engagement
  • Establish baseline and endline metrics and conduct comparative analysis.

3. Data Collection, Analysis & Reporting

  • Oversee qualitative and quantitative data collection through surveys, interviews, focus group discussions, and observation tools.
  • Develop dashboards and tracking systems for real-time data visualization and reporting.
  • Prepare quarterly and annual M&E reports, highlighting key findings, challenges, and strategic recommendations.

4. Capacity Building and Technical Support

  • Train district teams and partners on data collection tools, evaluation methodologies, and adaptive learning practices.
  • Provide ongoing technical support for quality assurance in M&E processes.

5. Knowledge Management & Learning

  • Facilitate pause-and-reflect sessions, midline reviews, and learning workshops with internal and external stakeholders.
  • Document success stories, case studies, and lessons learned to inform policy and program scale-up.
  • Support the development of policy briefs and advocacy materials.

6. Coordination & Stakeholder Engagement

  • Liaise with state and district officials, technical partners, and academic institutions for data sharing and collaborative learning.
  • Ensure that M&E findings are used to influence program design and advocacy.  

Qualifications, Skills, and Abilities: 

  • Postgraduate degree in Economics, Social Sciences, Statistics, Development Studies, or any related field.
  • Minimum 5 years of relevant experience in an M&E role, preferably in the education sector
  • Proven experience in designing and executing mixed-methods evaluations and results-based monitoring systems.
  • Strong skills in data management, analysis (quantitative and qualitative), and report writing.
  • Experience with participatory M&E tools and capacity building of field teams.
  • Familiarity with tools and apps such as Excel, Pivot table, Google Data Studio, R Studio, Kobo Toolbox, ODK, Power BI, or similar platforms for data analysis and visualisation
  • Knowledge of Assamese and English (written and spoken

Compensation and Tenure:

 

The salary is negotiable and will be commensurate with the candidate's seniority and qualifications.
