Brief about the Organization
The Lighthouse Communities Foundation is on a mission to build empowered communities through life
skills, employment, and entrepreneurship opportunities for a million disadvantaged youth across India. The
organisation has been working since 2015 for large-scale city-wide transformation through a unique Public
Private Partnership where Government provides capex and infrastructure, and the private sector
contributes towards Opex as well as the implementation of the program. 114,500+ citizens have been
impacted till date.
Pune city was recognised as one of the 5 cities globally through the Wellbeing Award for the ‘Lighthouse’
project under the ‘Economy and Opportunity’ category. The program has also been recognized as the best
social sector initiative across Smart Cities. Pune City Connect, the Pune division, was selected by Aspen
Institute, Washington DC as one of the anchor partners for a large-scale place-based initiative in Pune in
2019.
Lighthouse Communities Foundation currently implements two types of programme under the
sustainable livelihoods vertical:
1. Lighthouse Program focuses on Agency Building, Skilling, and Employability for youth between
18-35 years of age through established lighthouse centres in the vicinity of slums/low-income
communities. The program is based on the PPP (Public Private Partnership) model.
2. Global Opportunity Youth Network: A consortium project Implemented in partnership with Aspen
Institute, Global Development Incubator, Prudential, Youth Build, Accenture, and Catholic Relief
Services, for which Lighthouse Communities Foundation is the Anchor partner in India. Specific
programmes implemented through the project include;
a. Ummeed: Livelihood literacy and last mile connectivity for youth between 15-29 years of
age
b. Junoon: Entrepreneurship Development program for aspiring nano entrepreneurs
c. Udaan: Bridging the Demand-Supply gap in the logistics sector.
3. Education: Lighthouse Kiran program is being implemented to support social-emotional learning
among adolescents between 14-17, covering aspects such as life skills and career coaching.
In addition to these, a large-scale Digital Empowerment program in slum/low-income communities is
operational to enable internet literacy, with an aim to reduce the digital divide in low-income communities.
Through the initiative, approximately 70,000 people have been trained since 2016.

The Program:
The Global Opportunity Youth Network (GOYN) is a global initiative catalysing system shifts for youth
opportunity in communities around the world through the creation of sustainable training, employment,
and income-earning pathways. GOYN works with “Opportunity Youth” — young people aged 15-29 who are
out of school, unemployed, or working in informal jobs.
The Global Opportunity Youth Network, Pune is aimed at unlocking the economic potential for “opportunity
youth” in Pune. Working on the principle of “Collective Impact”, GOYN Pune facilitates a deeper level of
ecosystem collaboration and coordinated action to transform livelihood opportunities for Opportunity
Youth at the city level. The program is directed towards fulfilling the vision of access to dignified,
productive, and sustainable livelihood for every Opportunity youth in Pune, with LCF as its anchor partner.

The Project:
GOYN program for Opportunity Youth aims to unlock economic opportunities for youth by leveraging the
power of collective action, breaking silos among key stakeholders in a city, and building livelihood literacy
among youth. Empowerment by extending and expanding access to information and opportunities for
Opportunity Youth.
The program aims to bring together the ecosystem of youth, skilling organizations, placement agencies,
employers, industry experts, and other OY-facing organizations. This will facilitate collaboration, and
experience sharing among the various ecosystem partners, and multiply the impact made by these
individual organizations. GOYN program is now being expanded to Odisha in the city of Bhubaneswar and
will be supporting 4 Lighthouses to take the work forward. The program shall build a collaboration of
multiple stakeholders in the city for breaking silos and building collective action for sustainable livelihoods
for young people.
Designation: Assistant Manager - Research & Data Analytics (M&E, Documentation, Research),
Bhubaneshwar
No. of positions: 1
Reporting To: District Program Head - Bhubaneswar & Cuttack, GOYN
Term: 1 year from the date of appointment (This position is subject to renewal depending on performance
and funding).
Position Overview:
The Research & Data Analytics will drive strategic investments and planning processes that prioritize youth
empowerment within urban systems. This includes advising on policy, designing investment strategies,
facilitating cross-sector partnerships, and ensuring robust MEL frameworks are embedded in all initiatives.

Key Responsibilities
1. Strategic Investment & Planning:
● Advise government and stakeholders on aligning investments with youth development and
youth centric urban planning priorities.
● Lead the design, implementation, and evaluation of investment strategies that foster youth
inclusion in urban systems.
● Conduct economic and policy analysis to inform sustainable investment decisions.
2. Policy & System Shift:
● Facilitate the integration of youth development objectives into urban policy frameworks
and planning cycles.
● Support policy reforms and system shifts that create enabling environments for youth
opportunity and engagement.
● Coordinate with government agencies and partners to ensure policy coherence and
alignment with broader urban development goals.
● Support in development of Youth Well-Being Index and roll-out of the same across
Bhubaneswar & Cuttack.
3. MEL (Monitoring, Evaluation & Learning):
● Develop and oversee MEL frameworks to track progress, outcomes, and impact of
youth-focused urban initiatives.
● Ensure data-driven planning and adaptive management by synthesizing MEL insights into
actionable recommendations.
● Build capacity of government and partner staff in MEL methodologies relevant to urban and
youth development.

4. Stakeholder Engagement & Capacity Building
● Build and maintain strong relationships with government officials, NGOs, private sector, and
community organizations to foster collaborative action.
● Organize and facilitate participatory meetings, workshops, and training to build consensus
and capacity among stakeholders.
● Represent the organization in relevant forums, working groups, and public events.
5. Reporting & Knowledge Sharing
● Prepare high-quality reports, policy briefs, and presentations for diverse audiences,
including government and donors.
● Document and disseminate lessons learned, best practices, and case studies to inform
ongoing and future investments.

Preferred Skill Sets:
● Master’s degree in Public Policy, Development Studies, Social Work or a related field, with 5+ years
of experience preferably in Non-profit or Consulting space.
● Ability to work independently and collaboratively in multicultural environments
● Excellent communication, facilitation, and negotiation abilities.
● Strong analytical, strategic thinking, and project management skills.
● Strong orientation towards relationship building and problem-solving
● Proficiency in Google docs, Google Sheets, Canva and MS Office needed.
● Strong Verbal and Written Communication Skills in English, Hindi and Odia
● Deep understanding of youth development challenges and opportunities in urban settings.
● Familiarity with government planning processes, policy cycles, and investment mechanisms.
● Proficiency in data analysis and MEL tools.
