The HR Associate promotes a client-oriented and consistent with rules and regulations approach in the Unit. The HR Associate works in close collaboration with the operations, programme and projects’ staff in the CO and Global Shared Services Centre (GSSC) staff to exchange information and ensure consistent service delivery.
Under the guidance and supervision of the Head of HR/HR Analyst, the HR Associate provides HR services ensuring high quality, accuracy and consistency of work. The HR Associate promotes a client-oriented and consistent approach with the rules and regulations in the HR Unit.
The HR Associate works in close collaboration with the operations, programme and project staff in the CO and UNDP HQs staff to exchange information and ensure consistent service delivery.

Ensures Implementation of HR Strategies focusing on achievement of the following results: • Full compliance of HR processes and records with UN/UNDP rules, regulations, policies, and strategies. • Provision of inputs to CO business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and Head of HR. • Provision of information to the management and personnel on HR rules and regulations. • Implements HR Services for UNDP and for UNDP administered agencies focusing on achievement of the following results: • Support the Hiring Units in recruitment and selection process for Fixed-Term Appointment, Personnel Services Agreement, Interns and ensure transparent and competitive recruitment selection and placement in compliance with UNDP rules and procedures. • Assists with all stages of recruitment processes including review of draft job descriptions, vacancy announcements, compiling matrices, screening and longlist of applications, preparing documentation required for written test/interviews, facilitating interview panels and performing the function of Secretary in interview panels, conducting reference checks, verification of academic background information, and liaising with GSSC for offer issuance, contract formalities and hiring process. • Creation/update of positions in HR software, association of positions to chart fields (COAs), update of COA information etc. • Provide support to regular interaction with GSSC on recruitment processes and contract management. • Facilitates the processing of personnel contracts and separation (as delegated); tracking of information related to positions, recruitment, following up on the Chart of Accounts (COA). • Support the establishment and implementation of Roster for NPSA positions. • Works in close collaboration with Learning and Talent Management Focal point for organising and facilitating sessions on UNDP recruitment process as delegated. • Provision of orientation and monitoring of the onboarding process of new staff and collating information of new joiners for their introduction to all staff. • Support the supervisor with Off-boarding process i.e., separation and Exit clearance process as required. • Maintenance of a robust filing system for HR records and documents. • Provision of information for cost-recovery bills for HR services provided by UNDP to other agencies when applicable. • Support to the internship programme, internship agreements, as well as non-Reimbursable agreements. • Support the activities of the HR unit for staff wellbeing. • Provision of back up functions to HR team during absences. • Maintain accurate MIS and HR records and ensure regular and timely updation of Recruitment trackers. • Support the HR team for collecting and compiling information for Audits. • Any other task assigned by Supervisor.
Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results: • Organization and participation in trainings for the operations/programme/ projects staff on HR issues • Provides support, information and follow up on learning opportunities and activities • Contribution to knowledge networks and communities of practice. • Drafts and/or processes a variety of correspondence and other communications. • Synthesis of lessons learnt and best practices in HR.

• At least 3+ years of experience in the area of human resources management at the national or international level. • Experience in HR Services/HR Management: Knowledge of onboarding of staff, maintenance of HR documentation, provision of HR advisory services, experience in managing separation processes • Experience of familiarity with interpretation and application of UN/UNDP policies, rules and regulations is highly desirable. • Experience or familiarity with HR operating and reporting systems, including experience in the use of an ERP system (i.e. Oracle Cloud, Quantum SAP or PeopleSoft) is an added advantage. • Experience of working with international organizations, NGOs/ INGOs including the UN in implementation of projects with central ministries • Excellent working knowledge of MS Office-Word, Excel, Access, Power Point, Intra-Internet, e-mail applications etc. • Ability to build and maintain constructive relationships with colleagues (and reports where inappropriate). • Self-motivated, with the ability to work with minimum supervision and handle tight deadlines. • Ability to work and adapt professionally and effectively in a challenging environment. • Ability to work effectively in a multicultural team of international and national personnel.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in New Delhi. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.
This assignment is part of the special programme initiative, as per the UN Volunteer Conditions of Service, Section XVIII, the Conditions for this assignment are amended as follows: • The Monthly Volunteer Living Allowance (VLA) will be INR 112,590.46/- per month • Exit allowance for each month served, paid on successful completion of the contract: INR 9,383 • The UN Volunteer is not eligible for entry lumpsum or travel costs • Health insurance will not be provided to dependents of the UN Volunteer • Access to UNV learning will be restricted to mandatory courses and free-of-charge learning resources provided by UNV.
