Rise Against Hunger India is part of the global Rise Against Hunger network. Driven by the vision of a world without hunger, Rise Against Hunger India undertakes programs that provide for immediate food and nutrition needs of people while preparing them to have sustainable food and nutrition security.The mission of the organization is to nourish lives, empower communities, respond to emergencies and grow the movement towards ending hunger. While meal packaging and provision of nutritional food remains one of the signature programs of Rise Against Hunger India, sustainable livelihood and food security programs have also been implemented in 9 aspirational districts across 4 States (Odisha, Chhattisgarh, Bihar and Jharkhand). Similarly, urban adolescent nutrition programs are being developed in some cities.

Position Summary:

The District Program Officer (DPO) will be responsible for the effective planning, coordination, implementation, and monitoring of the organization’s programs at the district level. The role involves strong coordination with government departments, managing field operations, ensuring timely distribution of meals and other program components, supporting community-level staff, district-level reporting and office administration.

Key Responsibilities

Program Implementation & Coordination

  • Develop annual district-level action plan and budget in alignment with organisational priorities.
  • Develop Detailed/ Project Implementation Plan for projects. 
  • Ensure timely and quality execution of project interventions in different thematic areas. 
  • Ensure effective utilization of all grants within the district as per approved project plan.
  • Coordinate with subject matter specialists in RAHI and other external sources to ensure technical rigour in projects. 
  • Support program development team with relevant regional information for designing and developing programs. 
  • Guide the Community Facilitators, Volunteers and CRPs for effective community mobilisation and engagement. 

Monitoring, Reporting & Documentation

  • Conduct field visits and provide hands on monitoring of field activities, provide technical backstopping and troubleshoot challenges as they arise.
  • Ensure timely and accurate reporting and informed decision making of all district-level activities to the Area team.
  • Prepare & submit monthly/quarterly progress reports, case studies, and success stories.
  • Support MIS coordinator to maintain MIS/data systems for program tracking, documentation and evaluation.
  • Prepare reports to donors.

Liaisoning

  • Build and maintain effective relationships with district and block-level government departments (Health, WCD, Education, Agriculture, Horticulture etc.).
  • Collaborate and coordinate with District, Block and GP level meetings, reviews, and forums of Govt line departments, NGO forums, coalitions and networks.
  • Facilitate, leverage resources and schemes from government line departments.

Meal Distribution & Logistics

  • Plan, coordinate and supervise the distribution of meals or food support to target beneficiaries.
  • Ensure timely delivery, quality and pest control and adherence to food safety and storage guidelines.
  • Synchronise with MIS and maintain records of distribution at district level and address any grievances at field level.

Office & Staff Management

  • Manage district office operations including logistics, local level purchase processes, maintaining essential registers, and petty cash.
  • Regular maintenance of office & workspace including guest rooms, inventory, assets, safety, security, branding etc. 
  • Provide operational support and supervision to community facilitators and field staff.
  • Conduct monthly team meetings, performance reviews, and capacity-building sessions.
  • Any other responsibilities and tasks assigned by the supervisor.

Required Qualifications & Skills:

  • Master’s degree in social work, Rural Development, Public Health, or related field.
  • Minimum 6 years of relevant experience in program implementation and coordination, preferably with NGOs or government projects.
  • Strong knowledge on project and field operations.
  • Experience of managing large team and able to work collaboratively.
  • Strong knowledge of government schemes and experience working with district-level administration.
  • Excellent interpersonal and communication skills in English and Hindi or other languages
  • Proficient in MS Office (Word, Excel, PowerPoint) and digital data systems.
  • Strong leadership, problem-solving, and team management skills.
  • Willingness to travel extensively within the district.
