Organisation Description

The Data, Policy, and Innovation Centre (DPIC) is a 5-year strategic collaboration between Government of Odisha (GoOdisha) and University of Chicago Trust, India. The Centre, funded by the GoOdisha and housed at the E&IT Department, will enable rigorous, evidence-based governance, using new advances in econometrics, data-science, and machine learning. In addition, the Centre will create a of hub for modern data analysis that will focus on the use of administrative data to improve decision-making and increase the data capabilities of GoOdisha officials. The partnership focuses on three broad goals: (i) Creation of Hub for Modern Data Analysis to foster data-driven decision-making in the state of Odisha; (ii) Research Projects and Field Pilots to test policy innovations and generate rigorous research to support policies and programs; (iii) Training and Capacity Building of Government of Odisha officials to strengthen data use capabilities. DPIC has active projects on agriculture, skilling, environment regulation, energy, rural labour markets, migration and social protection and is working closely with the departments of Electronics & Information Technology, Agriculture and Farmers’ Empowerment, Skill Development and Technical Education, Odisha Pollution Control Board, GRIDCO, Women and Child Development and Panchayati Raj and Drinking Water. In addition, DPIC is working closely with the Planning & Convergence Department and the Directorate of Economics and Statistics to assess data capabilities across line departments in the state and identify training needs of government officials in data management and use.
