Purpose of the Role: 

The State Program Manager is responsible for the on-ground implementation of the Swayamshree project in their respective states. This project, a partnership between one of GZ ally and strategic partners, aims to empower aspiring women entrepreneurs, both individuals and those in Self-Help Groups (SHGs)/SHG Federations. This collaboration will contribute to the Ministry of Rural Development's goal of enabling rural SHG women to earn at least Rs 1 lakh in annual income. The role involves ensuring that project strategies are implemented by field partners according to devised protocols and problem-solving as needed.

Key Responsibilities and Accountabilities

  • Lead planning and operations management within the state, in coordination with the Program Management Unit (PMU).

  • Be accountable for delivering results in the state as per the plan and strategic direction.

  • Manage systems and compliance and periodically review the work of field implementing agencies.

  • Work closely with State Rural Livelihood Missions (SRLMs) and field implementing agencies to manage, provide technical support, and ensure the quality of the program.

  • Collaborate with stakeholders from various departments, such as Agriculture, Rural Development, and MGNREGA, for convergence.

  • Ensure financial compliance as per the Memorandum of Understanding (MoU) by reviewing periodic financial reports and recommending fund releases.

  • Facilitate the rolling out of the MIS (Management Information System) system for the Swayamshree Programme in all three states. This includes developing the system, creating user credentials, facilitating field testing, and training all users.

Success Metrics

Success will be measured by ensuring the rollout of the MIS system, including the development of data entry forms and dashboards, and ensuring the timely update and periodic analysis of reports from all three states. Additionally, success will be evaluated by ensuring financial compliance with the MoU, which includes reviewing financial reports and providing inputs on commercial documentation.

Knowledge and Competencies

  • Education: A postgraduate degree in Social Work, Social Sciences, Rural Management, Agriculture, or other relevant fields is required.

  • Experience: Must have 10-15 years of experience in the development sector. Experience working in rural development projects with multi-stakeholder collaborations and an understanding of government programs is desired. Prior experience in leadership positions within a rural development program is also desired.

  • Skills:

    • Ability to manage multi-stakeholder partnerships.

    • Knowledge of a local language is a must.

    • Proficiency in MS Office and report writing.

    • Strong leadership and communication skills are essential.

    • Working with government at the state and district levels is an added advantage.
