Position Summary
The North Zone operations team is at an exciting stage of having launched new projects in Uttar Pradesh.
Indus Action has signed an MoU with The Government of Uttar Pradesh (GoUP) to transform the delivery of social security benefits to millions of construction and unorganized sector workers across the state. This partnership marks a significant step toward digital governance and enhanced social protection.
Through this collaboration, Indus Action will support the GoUP in modernizing the state’s worker welfare system by implementing digital solutions and streamlined processes. The initiative will focus on benefits delivered through the Building and Other Construction Workers (BoCW) Board and the Unorganized Workers (UoW) Social Security Board.
Indus Action is looking for a professional who can take ownership of critical aspects of these projects and support the state lead in driving towards crucial outputs and outcomes. Engaging with primary and secondary research, building government relations and implementing critical aspects of the project will be essential for this role. The Senior Manager/Lead will ensure technical support to the Department in the policy, process formulation and day-to-day execution support. The role may also involve supporting operations in other states in the North zone as per project requirements.
Role and Responsibilities
The primary responsibilities would include:
Project Operations
Support day-to-day project management, ensuring adherence to project scope and timelines. Collaborate with cross-functional teams to achieve key outcomes and improve efficiency.
Data Analysis and Reporting
Collect and analyze primary and secondary data to identify trends, provide recommendations, and document welfare delivery processes. Contribute to M&E planning and write reports for government stakeholders.
Stakeholder Engagement
Liaise with government officials, engage with citizens from disadvantaged communities, and travel to rural and urban areas for consultations and data collection. Build partnerships with local NGOs and civil society organizations.
Project Operations
● Operational Management: Support the day-to-day operations of projects within designated departments, ensuring strict adherence to project terms and scope of work.
● Cross-functional collaboration: Coordinate with various teams within IA to drive key project outputs and outcomes.
● Efficiency Enhancement: Identify operational bottlenecks and assist in implementing strategies to boost efficiency and productivity.
Data Analysis and Reporting
● Data Collection: Conduct end-to-end primary data collection exercises as per the project requirements
● Data Analysis: Analyze government, primary data and secondary research to identify trends and derive stakeholder recommendations.
● Welfare Delivery Analysis: Understand and document key aspects of the welfare delivery process.
● M&E Planning: Contribute to developing and implementing the monitoring and evaluation plan for projects.
● Report writing: Write reports based on analysis and actionable recommendations for government stakeholders.
Stakeholder Engagement
● Government Liaison: Engage with government officials at multiple levels on specific project aspects. This includes working out of a government office most days a week.
● Community Outreach: Engage with citizens from economically and socially disadvantaged
groups across diverse geographical areas. This entails travelling to rural and urban locations across the zone for consultations and data collection.
● Partnership Development: Foster on-ground partnerships with local NGOs and other civil society organizations.
Requirements
Skills and Qualifications
● Educational Background: A Master’s degree in labor studies, development studies, social sciences, public policy, or a related field is preferred.
● Experience: Previous experience working on government projects is advantageous.
● Technical Skills: Proficiency in working on Excel or any data visualization tools (such as Miro/ PowerBI) would be beneficial.
● Research: Familiarity with carrying out end-to-end research studies including designing methodology, preparing study tools and conducting data collection.
● Documentation: Proficiency in reporting for diverse stakeholder, including policy briefs, research reports, donor reports etc.
● Communication Skills: Excellent written and verbal communication skills for presenting outputs to government audiences.
● Project Management: Ability to plan resources and deliver on key outputs while balancing the priorities of all stakeholders.
● Team Collaboration: Ability to work collaboratively within a multidisciplinary team environment while being self-motivated.
● Language proficiency: Working knowledge of Hindi is mandatory.

Education and Experience
Indus Action seeks to provide a unique opportunity for people with 4-6 years of exposure to public policy, planning and development. It seeks to engage people with a passion for understanding social security and wanting to gain experience with government policies and programs in areas relevant to development. It will also provide high-quality professional inputs in economics, education, public health, and social science.
Educational Qualification - Masters in Labor Studies will be preferred
Language - Ability to read and speak Hindi fluently is essential

Compensation
The compensation will be based on Indus Action's compensation bench marking rubric. The compensation range will depend on the qualifications, experience, and fit for the role.
The candidate would need to use his/her own laptop and the organization will bear the annual maintenance cost up to INR 12,000 per year as per actuals.
