Project Background:
JSIPL has been commissioned by BMGF to contribute to the national efforts of achieving 90% Full Immunization Coverage (FIC) in the urban areas of Uttar Pradesh and Bihar and putting efforts into identification and mobilization by reaching out to Zero dose children between the age group of 12 to 23 months and converting the status through vaccination in India. The overall goal is to reduce the number of zero-dose children identified in the intervention districts and increase equitable immunization access and coverage in the urban areas of Uttar Pradesh and Bihar. The project is expected to strengthen the program management capacities for urban immunization, enhance the demand for services, and sustain quality urban immunization services in UP and Bihar. A central unit has been established at the national level to foster advocacy and bring about integration amongst different departments/programs within the Ministry of health and Family Welfare (MoHFW) and with BMGF investment grantees. Two state units (one each in Uttar Pradesh and Bihar) have been set up to provide technical assistance to the respective state governments and collaborate with TSU partners to improve immunization coverage in urban areas.
Job Summary:
The Program Officer – Immunization, under the guidance of Project Specialist, will extend technical support for advancing access and utilization of Routine Immunization through enhancing the service provision and intensifying demand generation interventions. They will support the implementation of innovations/pilot at state and city-level to improve coverage and quality of urban RI. They will advocate, coordinate and liaise with various stake holders for reducing the burden of Zero Dose children.
Responsibilities:
- Facilitate efforts aimed at identifying and integrating ZD children with the health systems by tailoring supply and demand side interventions.
- Institutionalize efforts for a ZD learning agenda by utilizing the “Exemplars in Global Health” framework through collaborating with local communities, healthcare providers, and relevant stakeholders to identify and address barriers to ZD vaccination.
- Extend guidance to Urban RI coordinators for implementing and coordinating initiatives aimed at reducing the burden of zero-dose children and missed children in urban areas with special focus to identify high risk areas, slums, construction sites and marginalized population for getting them access to the health system and thus effectively reducing the burden of zero dose.
- Provide techno-managerial support to UIP and NUHM division in implementing urban specific interventions and built capacity of program managers in establishing a resilient system for enhancing the coverage of urban immunization such as community help groups like Mahila Arogya Samhiti.
- Assist project team to understand the interplay of key equity determinants like gender, mother’s schooling, socioeconomic status, birth order, residence, religion, and caste at the district level and state.
- Participate in STFUIs and DTFUIs and support in tracking progress on actions points.
- Assist in conducting situation analysis in regard to existing health and immunization system and stakeholders (providing both health and non-health related services).
- Work closely with government health agencies, Urban local bodies, and community organizations to leverage resources and support to strengthen immunization program at the district level.
- Help districts in preparing the demand generation plan and monitor the implementation of demand generation activities to increase uptake of immunization services.
- Build and maintain partnerships with state to promote learning and scaling up of innovative strategies in the Project Implementation Plan.
- Support in establishing a data driven decision making system by analyzing vaccination coverage data to identify areas with a high prevalence of zero-dose children and mobilize resources to reduce the burden.
- Build and maintain relationships with urban communities to understand their unique challenges regarding childhood immunization to co-create targeted strategies for reaching zero dose and underserved populations.
- Support the organization to capture, document and disseminate project learnings, best practices and innovations.
- Travel extensively to cities for required support as and when needed.
- Develop technical presentations, reports, documents, training modules, etc.
- Carry out other immunization activities as suggested by the supervisor.
QUALIFICATIONS AND SKILLS:
JSIPL seeks a results-oriented individual with the ability to produce high quality deliverables, managing multiple concurrent tasks, and meet tight deadlines with attention to detail. The successful candidate is required to have:
- Essential: Medical graduate with at least 2 years of experience in the field of public health at district/state level.
- Desirable: Experience and understanding of urban immunization program, worked with Centre/State government in a similar role; Experience in working in hard-to-reach areas and challenging situations
- Excellent verbal and written communication skills in English and Hindi
- Knowledge of public health issues and immunization program
- Excellent interpersonal relations; ability to network, work in multi-cultural team environment, and work harmoniously with multiple partners
- Good working knowledge of computer applications, especially MS office
- Strong and proven documentation and organizational skills
