Organisation summary:

Language and Learning Foundation (LLF) is a non-government organization based out of New Delhi that works towards developing strong foundational skills and abilities of language and literacy among all children and strengthens their ability to think and reason. Founded by the dynamic and passionate, Dr. Dhir Jhingran (Ex-IAS, PhD in Education), LLF believes children’s home languages need to be used formally in the classrooms in the early primary years. Its research and reputation in the early learning space has translated to partnerships with the six state governments and support of other organizations like UNICEF, TATA Trust and Central Square Foundation. LLF presently works with the states of Chhattisgarh, Haryana, Bihar, Rajasthan, Uttar Pradesh, Odisha and Gujarat to implement programs for foundational language and literacy. LLF’s “Learning Improvement Program in Haryana” was awarded the “Best Field Based Initiative in South Asia” at CIES 2019.

About the programs:

The What Works Hub for Global Education is an international partnership dedicated to effectively implementing education reforms at scale, with the goal of enhancing literacy, numeracy, and other essential skills in low- and middle-income countries (LMICs). This initiative addresses the critical need for governments to understand how to ensure all children learn effectively. While controlled studies have identified what works in education, the challenge now lies in applying these effective approaches broadly, navigating the complexities of politics, competing interests, and contextual nuances.  

The What Works Hub is a multi-year collaborative research initiative involving the UK government’s Foreign, Commonwealth & Development Office (FCDO), the Bill & Melinda Gates Foundation, the World Bank, USAID, UNICEF, UNESCO-IIEP, the Learning Generation Initiative, the British Council, and the Blavatnik School of Government at the University of Oxford. The Blavatnik School has convened a consortium of over 40 partners, including world-leading academics, grassroots organizations, and governments, with the majority based in LMICs.  

The Hub's primary objectives are to:

  1. Make the best existing evidence clear and available to governments for immediate use.
  2. Support governments in using evidence for bold reforms through embedded evidence labs and by building and nurturing networks of government officials, researchers, and practitioners.
  3. Catalyze a new focus on implementation science within education research, leveraging existing knowledge on effective policies to understand how they can be practically implemented at scale for transformative outcomes.

Position summary:

The Program Lead will lead and manage the implementation of education reforms at the district level, ensuring the effective application of evidence-based practices to improve foundational learning outcomes. This role involves close collaboration with government officials, educators, and consortium partners to translate research findings into actionable strategies and support the scaling of successful educational interventions. The Program Lead will report to Regional Program Manager.

Key Responsibilities:  

  • Lead the implementation of education reform initiatives within the district, ensuring alignment with the What Works Hub for Global Education's objectives.
  • Collaborate with government officials, school administrators, and teachers to promote the adoption of evidence-based instructional practices.
  • Manage and coordinate the activities of the district program team, providing guidance and support to ensure effective execution of project plans.
  • Monitor and evaluate the progress of education reform initiatives, using data to inform decision-making and drive continuous improvement.
  • Facilitate training and capacity-building programs for educators and mid-level actors to enhance instructional support and implementation fidelity.
  • Develop and maintain strong relationships with key stakeholders, including government agencies, non-governmental organizations, and community groups.
  • Prepare and present regular reports on program progress, challenges, and outcomes to senior management and consortium partners.
  • Ensure compliance with grant conditions and organizational policies, managing resources effectively to achieve program goals.

Skills and qualifications:  

  • Bachelor’s degree in education, Public Policy, Development Studies, or a related field (master’s degree preferred).
  • Minimum of 7-8 years of experience in education program implementation, teacher training, or government engagement at the district/block level.
  • Proven experience in managing education programs.
  • Strong leadership and project management skills, with the ability to oversee multi-faceted initiatives and coordinate diverse teams.
  • Expertise in education policy, implementation science, and evidence-based practices.
  • Excellent communication and collaboration skills, with the ability to work effectively with government officials, educators, and consortium partners.
  • Proficiency in both qualitative and quantitative research methods.
  • Ability to synthesize complex research findings into clear, actionable insights for policymakers.
  • Strong analytical and problem-solving skills, with a focus on data-driven decision-making.
  • Commitment to improving educational outcomes for children.
  • Excel in Ms-Excel, PowerPoint and Ms- Word.
  • Fluency in English, Hindi and local language.
